All you do is buy a bottle, collect your hard-water in a bucket or something and add a few drops. This stuff is really cheap (less than $10) and will last you a really long time. Your other option is to use a water-conditioner or water-softener. When you do your water changes, use distilled water and only change out 25% or so at a time. This is because when you throw out all your old, hard water you will also be throwing out all the beneficial bacteria and you’ll probably get a case of New Tank Syndrome. If you’ve got a significant amount of water in your tank (for an aquatic species), you will want to slowly replace the hard-water with soft-water. I want to make an important note here though: whatever you do, don’t simply throw out all the old, hard water in your turtle’s tank and replace it all with distilled water. The most important thing is to always closely monitor the pH and mineral level of your water.
